that's what it is designed to do, so yes if apply it to the angle you want to cut you just have to make the cut at that angle

The square head will lay flat on a table surface, the square head measure read plate is 1.22mm or 3/64'' thick thus leaving the measure indicating arm that much above the surface.Hope this answers the question and is helpful. Oscar

First question answer is yes, I checked mine at 90 degrees and 45 degrees. Second question answer yes, I have drawn two lines parallel using each side of the protractor arm. The markings run left to right to left and left to right on two levels. Trust this explanation has answered your questions.
