Q: How do i hook this up to an nvr without a lan port? Ive looked over the switch and i believe all the ports are ins with no outs...

Network Ports are Bi-Directional. You can connect the port to any port on the switch and it will pass the data to the appropriate device. If you NVR does not have a ethernet jack then I doubt it's an NVR.

Q: Does this come with standard rack mount?

Yes this is a component designed to fit into a standard 19" data rack and includes the mounting hardware
