It might ruin the picture, depending on the type of paper. In my experience, it ruined the wall.

Q: Can I use it to stick items to a stainless steel refrigerator?

I have not used it for that but I tried putting it on my white enamel fridge and it held a light weight.

Q: Will this work for tall centerpiece floral arrangements on fabric table clothes?

This may not work well on fabric clothes

Tapestry would be cloth...I really don’t think so. Not strong enough.
