Q: Can you turn the lights off?

Yes if you keep the tag that you remove to activate the light. You can reinsert it to turn the light out.

Q: Is the 10 color pack non flashing? i want 10 colors but don't want them to blink

I only bought the clear 100 pack and they don't blink. I would imagine your answer would be in the product description

Q: What would the effect of putting these lights in a balloon look like?

We didn’t put these lights in balloons but we did put blue ones in our ice chest that held the water bottles and in the water bottles (suggest older age party goers only). These lights are small enough that you could probably get them in a balloon, and they are bright enough to light it up.
