Can 2 of these boxes be stacked on top of each other or would the top one slip off?

Yes they can be stacked, they have a raised lip/edge that would prevent the other boxes from sliding off

What are the dimensions of drawer?

The interior of a drawer is exactly 8 5/16" x 4 7/8". To get an idea of the size, it will NOT hold standard pens width ways.

Is the drawer lining velvet?

Paper that has a velvet like texture on one side. Just sits in the drawers and I didn't want to use it so I put it with my paper craft thinking it would make a cute little black cat on a card.

The small drawer, is it 1inch deep exactly or is it 1.5 inches?

The inside height clearance for the 3 small drawers is 1 inch. The larger bottom drawer is about 2 and 1/4 inches. I love these, very sturdy.
