Any issues with radio interferance from these balasts?

I'm not sure what you mean by radio interference but once the lights are on they don't flicker ever and stay on. We have our home Wifi above it in our second story and devices connected under the lights in the garage have no issues or signal interference due to the ballast. These seem to be pretty standard equipment for 20+ years in overhead lighting

Is this the same ballast as icn-4p32-sc ? what is the sc for?

I replaced a REL-4p32-SC with this ballast and it worked fine.

Yes, I have same question. They aren't answering with regards to the sockets. I think what you said is right, you need shunted dockets which have only one hole to connect the wire to or you need to simulate that by using a short wire to connect both holes in an unshunted socket/tombstone. Otherwise you aren't delivering power to both pins on the bulb. I guess it depends on the bulb too. The Hyperikon led bulbs are shunted internally so it doesn't matter which type of tombstone you use. Not sure about other bulbs. I was looking at the Philips instant fit led bulbs and Philips site says to use shunted sockets.I ended up buying the shunted dockets and it worked perfectly. Just needed 2 short pieces of wire to connect one socket to another since there are just 2 yellow wires for that end. Just like the diagram on the ballast. Used the Phillips instant fit led bulbs. So much simpler than the 2 old double Bulb ballasts. Wires were long enough for the 48" fixture.
