Q: Will this fit ryobi electric pressure washers?

Yes, but do not buy it. The first one burst on me on the 5th use. They manufacturer sent me another one and it did the same.

Q: I know it says 3100 max but have a 3300 psi. Will that extra 200 psi damage it?

I myself use it on a 3300 psi, I haven’t had any problems

Q: Will this fit a Craftsman 2100psi gas powered washer? If so would I need an adapter?

The M22 (22mm) fittings on this hose worked on the three pressure washers I have access to, but none are craftsman. I searched around and Craftsman doesn’t seem to want to make it easy to find the size of their fittings. Sorry I couldn’t help more.
