Q: how can you tell the metal anchor is flush against the wall without pulling the plastic off the anchor, before the bolt is screwed in? and how do I be sure I do not overtighten?

If the 2 ends aligh then the anchor is flush with the wall. That means it's pulled even. A light tug on the anchor away from the wall should also tell you. You should be able to tell based on the resistance on if you're over-tightening.

Q: How long are the bolts that come with these? Can longer ones be used instead?

The bolts provided are more than long enough for most apps, about 2in. Longer ones could be used if size and threads are matched.

Q: Will these rust? I am thinking of possibly using them to mount pad eyes on my kayak (for a new seat).

They are mostly plastic but the bolt and cross bar are metal. So I would assume that they would last but eventually rust could possibly appear.
