Q: Will this drape around. My neck?

You will be able to get it around your neck but the ends will coil up rather than hang freely.

Q: I need something fairly heavy duty, as i’m gonna give it to our dog as a toy. How sturdy do you think this’ll be when given to a Saint Bermastiff?

It is rubber and flexible and not meant to be a chew toy. It will shred quickly and has some sort of paints and such. Get a toy designed for big dogs--not this. I wouldn't even let a small kid have it if they tend to chew.

Q: Would this object melt or bleed color in high heat? I live in Arizona and was hoping to leave this by the pool, but don't want it to melt or stain

Not having enough info on the chemical/material composition I cannot answer the question as relates to temperature and sun exposure. It would be easy to test thought by putting it on a sheet of corrugated card board in the environmental conditions you have.

Q: What materials is this made out of? What type of rubber (silicon?) and what is the paint?

I’m guessing silicone and the paint is some cheap paint comes already flaking off
