Are the pvc plugs supposed to be really tight? I can't get them in the holes

They should be snug. Do you have a digital caliper? Harbor Freight has some cheap. You can then measure the hole and the diameter of the plug.

does it fit a 4 inch carburetor

It is for 4-barrel carburetors such as the Rochester Quadrajet as well as Edelbrock, Holley and Carter 4-barrel carburetors. The throat measurement is 5 1/8" where it fits on the carburetor.

Anyone know if this will fit an AMC 360 with 2bbl carb?

If it's one of those motorcraft 2100 models that looks like half a 4bbl carburetor, I would think it should fit.
