Whats the biggest size drink it can hold

None, doesn’t fit stock street glide handlebars

I have 14" ape hangers on a '13 Fatboy Lo, can this be mounted on the vertical bars or does it have to be mounted horizontally on brake/clutch?

It can be mounted vertically. I played around with the positioning of mine a lot to get it just where I want it with clearance for the gas tank. I have mine mounted on 2020 iron 1200 on the vertical part of the bars.
