Does it have velcro hands?

No the Capuchin does not have Velcro hands.

The tail is fabric and flexible, but does not have any wire or anything that would help it maintain a certain shape. We purchased one for husbands “Ross” costume and one for my niece. The first had to have eyes sewn back in after used once for costume. The second had to have it’s mouth sewn back. Very cheap stuffed animal.

How flammable is this product?

Ummm probably as much so as any other fabric toy stuffed with polyfill
