Q: Can these be washed in the washer?

Yes, it can and I wash mine in the washing machine all the time, and tumble dry on low or hung to dry :)

Q: can i hand wash clothing in these? Will it hold water and not leak?

Hi there. That’s not the intended use and the water will slowly leaked through the seams.

Q: Will this work in the opposite way? Can I use it for boating as a dry bag? I assume it should work but wanted to ask.

I am not sure in regards to a Boating Situation. If you are looking to keep items dry such (Cell Phone, Keys, etc)… There are Special Bags/Containers advertised for that. Still yet…Personally, I would place in a Zip Lock Bag and THEN into another Bag.
