Q: Is this a cosmetic or a OTC skincare product?

OTC skincare product. Fades melasma/dark spots in a good majority of users, but still not everyone responds. And it DOES take months of use to really see results. It says to put it on over whatever is already on your face then wash off but I mostly washed the area first, let it sit, then washed it off. Hydroquinone did nothing for me but a few months of this faded some stubborn (albeit not too dark) melasma I got from birth control pills.
