Will it be ok for boat floor and how long will it take to drie

Great for floor of fibre glass i just done my boat Orkney Long Liner came up great dries in about an hour

I am building an aquarium cabinet & it needs to be waterproof. Please confirm if the above paint is suitable + do I need anything else?

I have never used this by an aquarium,but I have Benn using international paint for years and the paint quality has been extremely good, I have dogs and when they splash or are wet it just wipes off, it doesn't seem to discolour like other paints, I would always use this in areas where you want to wipe your paint work down and the water just runs off it, it is also a very high gloss mirror finish, I will be ordering more of this as I have just ran out, hope this helps

Do you need a primer or undercoat

Using as touch up so not relevant. It depends what type of hull (wood/fibreglass/steel?) you are putting it on, and what is there already. Suggest you check with manufacturer

Is Toplac an oil based paint?

Yes Toplac is an oil based paint and therefore the brushes need to be cleaned with white spirit. I would not use anything else on my boats.
