Hi, is the 3" width accurate? is it exactely 76mm when laying flat?

Measured for internal width dimension, yes. Total exterior width is closer to 77mm. Do note that the width will be compromised depending on the height / thickness of what is being put inside the tubing.

Can you use this tubing for food (Ice lollys)

In theory you could the way that the product works but, while I don't know for sure, I doubt that it's food grade. It's more of a stretchy plastic than the more 'crispy' plastic commonly seen around ice Lollys. I believe there are sites that have specific food grade lay flat out there.

Would it be suitable for rolls of material?

I bought it too store snooker cues and it holdes three to fore cues,when you open it up the inside it is approx 3" diameter
