Can you change the band?

Yes you can. You just need a 21mm band :) Not so easy to get. Some people just put a 22mm or a 20mm, but they don't look perfect when you check it closely.

How visible are the hands for the blue color variant? i own a bulova 96b289, and the hands can be hard to see sometimes.

It is a dress watch, not a diver. The hands are not so easy to read when there is a lot of glare from the excess of sunlight or at the darkness (they have no lume).
