How do you put it together?

I assume your correspondent is someone unfamiliar with fairly basic DIY, and a practical demonstration would be the best way to proceed. I wish I could offer to show him or her just what to do. The printed instructions are of little help.

Looking at it very basically, you have the stoneware, a small submerged pump to circulate the water, and a solar panel to power the pump. There are three tasks to accomplish: 
(i) Assemble the three ‘stone’ sections, which fit one on top of the other and lock together with a twist. It’s a good idea first to practise fitting them together, but accept that they must then be separated to fit the pump in.
(ii) Connect the pump’s water outlet to the flexible plastic tube that is found dangling inside the top basin. Some small pieces of black plastic tube are supplied that may help to make the connection. Fitting the flexible tube on to the rigid black pump outlet is tricky. It’s a very tight fit. Moisten with dilute washing-up detergent as a lubricant. This is the most tedious part of the job; there is little space for your hands and it took me several attempt to get a firm fit. Persevere.

There are a variety of different spray heads and connecting tubes supplied; these can be used for different fountain effects. If you just want a simple bird-bath, you can discard almost all of them.

(iii) Connect the pump to the solar panel with the long connecting wire supplied. Pass the wire from the pump through the centre of the lower basin and then right down the centre of the main column and out at the bottom. Finally fit the stone basins on to the column. Install the assembly on a firm plinth or base and check that it is level. The solar panel is positioned conveniently and angled so that it catches the sun. It can be placed at some distance from the bird-bath itself. Set the switch on the back of the solar panel so that the whole contraption will work when the sun shines and charges the battery (the instructions are far from clear and I got it wrong at first).

Finally, fill the basins to their brims with water, and pray for a sunny day.

When we installed ours, nothing happened at first, which was disappointing. The sun needs to come out and charge the batteries. But, next morning, hey presto, it was working!
The job was more complicated than one might imagine, but the outcome is rewarding, and I do urge your correspondent not to give up. I suppose with all these things you get what you pay for, and if you want one that you can switch on straight from the box, you must expect to pay a lot more.
We have had ours for a couple of months now, and it works well. The garden birds were very suspicious of it at first, but, led by the robins, they are getting used to it.

Mine is 3.8 metres (rather more than 12 feet) from the base of the column.

Yes it is a light creamy colour but not stone. More like a resin.
