Yes, wet the glass remove the backing film and using a wet cloth smooth the film on to the glass it’ll stay there as long as you want it to.

No, you can't even make out a shape behind the glass

Yes, you can't see through the film even when the light is on.

Is visibility still obscured affectively when lit from the inside while dark outside?

I would say pretty much yes - video is from outside door with light on in bathroom
