Q: Who do you lock the tire on ? Does it come with the lock ?

There is no lock, you simply bolt the tire to the carrier.

Q: What is the distance from the tire mount surface to the frame mount surface? In other words, how far out is the back of the wheel held from base?

Quite a ways because the carrier broke off the mount the first time I used it.

Q: Dimensional drawing? Looking to see if it will fit width of spare tire.

It fit my 5.30-12 530-12 5.30 X 12 12" trailer spare tire.
