Does this white velvet have texture?

Yes it does but is a bit stiff. I used it for velvet pumpkins which worked great. But wouldn’t use it for clothing.

Is this upolstery fabric?

Depends on what it's for. The back isn't as stretchy as some, but it helps with more accurate cuts. At the end of the day it's something you'll have to just try to see for yourself. If you're wary of quality/durability maybe try checking a fabric store in your area?
