Q: voice clarity - does this eliminates mumbling and low voice?

We love this sound bar! The sound has been fantastic. No problems with mumbled dialogue or anything else. Great bass too!

Q: Can I use this with the cable plugged in

Yes , just simply use the audio cable ( included) to connect your smart TV. For sound bar ,there is no needed with any cable just plug into power.

Q: Does it come with the cable to the tv and the power cable?

Read the descriptions VERY CAREFULLY. The SB2020n-J6 does NOT, repeat does NOT, come with an optical cable as I found out the hard way, so now I have to order one.

Q: Can this attach to a Vizio television? If so how?

Yes. You need to follow the instructions that came with the speaker. It took me a few minutes but I did get it to work.
