Has anyone else had trouble with cutting & weeding? I bought this one and hate it re cut 3 diff time diff settings and pressure complete garbage

I don’t have any problems with the shimmer. I’m using a cricut explore 2 and in design space I set the material to the vinyl shimmer setting and it cuts great every time. IMO this is very easy to use and to weed, sometimes coming off in one piece for me. You do have to use the strong grip transfer tape but I love using it.

can you layer this under vinyl lettering? Will it allow a top layer to stick to it?

If you are layering a permanent vinyl it will stick; but due to the glitter it may not have a smooth surface

Is it permanent? why does it say ideal for making removable decals, labels, home decor, media covers and other diy projects!

It will stick well. I used mine to make fireside lanterns. They are a year old and I have seen no issue. Permanent vinyl will hold up to outdoor elements and hand washing...but the non Permanent vinyl will adhere well with little issue...it just removes cleanly if you change your mind.
