Q: So this roof rack disperses the weight of the cargo above?

Depends on what you mean by disperses. The cargo basket just makes it easier to secure your stuff, and since it’s attached to your crossbars in four places, the weight of your cargo will be focused at those points. Unless you sit your cargo directly in the middle of the basket, the weight will be greater over whichever mount your stuff is closest to. It’ll spread the weight some, but probably not more than the crossbars themselves would, since your items’ weight would be spread across the bars instead of sitting in the basket. Keep in mind also that the basket weighs 30 lbs, and you have to take that into consideration with the weight rating of your crossbars.

Q: Does this incude the rack the basket sets on or do i have to buy that separately?

The roof rack crossbars do not come with this. What came in the box was the “basket” and all the attachment pieces to attach it to the crossbars but you will need to have the crossbars already on your vehicle.

Q: Will this mount on my vehicles side rails or do I have to also have crossbars?

The mounts are designed to mount to crossbars and not side rails.

Q: Is there a torque spec for the bolts?

I didn't see any mention of it. Use red loktite, remember they're Chinese bolts (softish threads) and tighten like it's the last bolt on earth and your life depends on it. Or you could inventory the supplied nuts and bolts and order them from Grainger for good old American stuff that'll last longer than the whole rack. These things rust from the inside out so use a lot of silicon to seal it when you assemble it.
