You need an electric fence Energizer.

can i use this across my wood fence to keep my dog from jumping on the fence while getting into it with the dog on the other side?

For an electric fence it worked wonders for me. It definitely keeps my dogs away from the fence now.

Can I screw these into round steel posts? My garden fence is steel posts with plastic fencing

I haven’t tried putting into steel post. I’m sure it’ll work if you drill a hole into the post first so you have a starting point.
