No there is no flat head bit. I took the least used bit from the zyklop and replaced it with a flat head bit from a Wera stubby magazine. But to answer your question it does not.

What's the difference between the "851" and "855" phillips (plus sign) bit sets that are included in the handle?

The 851 bits are Phillips. The 855 bits are Pozidriv; similar to Phillips but a different tip style more commonly found in Europe.
