any age group - they are lovely - well made bags, I have one and I am in my 50's and I bought one for my daughter in law, and my cousins loved them and they are in late teens and early 20's. I dont think you will be disappointed. Hope this helps

Are these waterproof bags

I don't think it is fully waterproof. The Signare website says that it is made from 100% Polyester fabric but says " Clean with a damp cloth. Do not soak in water", which would indicate to me that it is not waterproof as such, but can handle a little moisture. I bought one of these bags as a present, so have not field tested it myself!
