Yes you need a developer mixed 1-1

Q: Does it work in dark brown hair without bleaching it

No. It really does not. Now that more of my grey is coming in, I'm hoping it will at least cover that, but the brown will stay brown. I spent beaucoup bucks at a salon to get the top of my dark brown hair bleached before adding slate grey. It too to 30+ min lightening processes. This was just to 'touch up' the slate grey.

Q: does this slate gray make you hair a brown grey or a true slate grey with a blue undertone?

If your hair is lifted high enough it will be a true slate. I mix it with a bit of the silver so it's not as dark.
