Is this vaccum oil extractor strong enough to extract 100% dirty oil from car?

If the oil is warm prior to extraction, and if the siphon hose is properly positioned, I believe that it'll remove the majority of the oil from the pan. From my experience it pulls oil until it is no longer there and then begins to pull air.

Any risk that this pump can drain the car battery so it won't start the engine next time?

You could always throw a battery charger on it

Would this work on hydraulic fluid?

As long as it is the recommended temp. It has to be like 140-160 degrees
