Hello! These paint pens are acrylic (water-based), you will need to seal your rocks with a sealant to make your art project on rocks permanent. So, yes if you do not seal your rocks, after a while they will wash off when it rains.

When writing on wood do these pens bleed?

I think it will depend on the type of wood...soft wood or hardwood. I used them on veneers of hard wood they did not bleed.
