The Color Bar Generator has Only PAL Format.. Description of color bar generator was not specific. A user manual was not included. Battery came plugged in, 0% charge...indicative of a used device. I require a color bar generator NTSC/PAL Formats for troubleshooting DVR inputs.

It came missing the 12 volt output cord, can I get a replacement please?
