does this have the same adhesive quality as regular silicone?

This is not an adhesive. It’s mixed with paint to create “cells” in your painting. For instance if your base is green you mix small amount in black paint and swipe it over the wet green paint and it creates various cell like images. This is not used as an adhesive.
