Clean all rust off, then paint with oil enamel, repair any scratches to paint surface, this will prevent water to metal, which will prevent rust.

Q: Will this work for photographing clothing on a manequin? Need to be able to turn and see back view.

Depends on how large and heavy your mannequin is. Also how centered her weight is over her bottom part. If she is top heavy and not centered, this may not work. This will support and turn clay pots that are 14 to 16 pounds. That's what it's made for.

This is not motorized. It is rotated by hand.

That is two different questions. No the table top is not a magnet. Yes it is metal and a magnet will stick to it.
