Q: Does it come with a UK plug?

Mine didn't come with a UK plug it was a bit cheaper than some I just use an adapter and it's fine and when I go abroad I won't need to use an adapter so win win

Q: Does it have rotating feature and cool setting features?

Yes, it has but overall it's a very bad product. I do not recommend it at all.
