Pretty much like any stand up vacuum. It has an extension pole and various heads to use. So I'd say it is at least as effective as any other vacuum.

Does this lay flat enough to vacuum under a large bed with just a few inches of clearance?

Yes...it's flat enough to do under the bed. It's even flat enough to go under my sectional couch and oversized chair and ottoman. Great vacuum...plenty of power.

What is the horsepower

The horsepower is 1.18. HP isn't the only factor though. Design, the motor, and many things come into play. I had the Platinum sh1000 I think it was. It was amazing and not as much power. It had the best bags too, HEPA. I hope they have some for this vacuum. I would recommend it, it has twice the power the Oreck has.

how much the weight of the machine?

I can't say for sure, but I am a small woman 76 years old, weigh 105 pounds and I clean upstairs and downstairs carrying this vacum cleaner in a couple hours and it doesn't feel heavy to me, nor do I have any aches and pains from vacuuming. This vacuum cleaner is powerful and so wonderful.
