Can I apply this to my four year old daughter without a problem

Yes, there's no reason as to why you shouldn't be able to. It's a blend of all natural oils that are beneficial to all hair types even if no hair loss is experienced. Doesnt contain any medication. I use it as a moistizer on my 8 yr old daughter's hair often!

Does this grow sisterlocks?

No not that I have seen. The only thing it does do it does grow your hair but not as much as they make it seem in the videos and on Instagram. But from what I read about the Hollywood beauty bar that does grow sisterlocks .
