Q: I can't put screws in our balcony walls so can't hang something - would this work if I set it on the floor of the balcony? Is it stable?

It would stand by itself but it isn't very big. Not sure the birds would notice it if it was just sitting on the floor. You can buy hooks that go over you balcony railing that doesn't require screws to hang stuff off it.

Q: Will this crack in the winter?

I think that might depend on where you live. A friend of mine has had one for a couple of years with no problem, but that is in north Georgia. I plan to leave mine out all winter, but I live in south Georgia. I would suspect it would crack if exposed to repeated freezing & thawing.
