This stand can not. But there is another similar stand on Amazon that does what you want. Both arms will be on the same horizontal plane because it's one piece with the post clamp at the center point.

Since the laptop platform is flat, would a 17" laptop be able to fit?

The flat laptop platform has a latch to hold it , my 17" laptop fitted with more space on upper side

I comes with two arms, and I believe the max weight is per arm.
