Is this an actual usgi poncho liner?

For allf future purchasers; No, This is not a real USGI poncho liner. The seller/producer is named USGI. What commenters fail to realize is that has nothing to do with actual government issue items. A REAL poncho liner. An issued liner, is made from by formerly "Winston Salem Industries for the Blind", now IFB Solutions. This is the single manufacturer for every government issued liner to exist. All others are knock offs or copy cats. They can all add an NSN to their tag, but that does not mean they are what all soldiers refer to as a woobie or poncho liner. There is only one. This is not it.

Is this liner made in China?

HUGE sewn tag says "MADE IN CHINA" (in all caps). It seems well-made, but it's not what I expected. I gave it to my dogs.

The label only gives cleaning instructions and other helpful instructions for its use. IT DOES NOT STATE where the poncho was made. You might go to USGI INDUSTRIES website to contact them via email to get an answer. (It's a well-made woobie; excellent stitching and the tie downs follow the same pattern as my old Vietnam-era liner.) I'm happy with it, regardless of country manufacturer.

What is the R -rating ?

I slept outside on new years eve with my 10 year old on top of a snow bank. I put the liner inside the 40 degree sleeping bag and was warm all night. With a ground cloth, sleeping pad to keep off the ice, the two layers was perfect. It was about 20 degrees that night and freezing rain the next morning. The nylon isn’t milspec “woobie” material, but it is decent.
