Alkyd resin suppler ?

Not sure of what your question is about. Are you asking if alkyd resin paints are more supple or flexible than other paints?… if so, what sort of other paint? Acrylic? oils? casein?

Is this food safe? Can I use for raised garden bed?

I'm not sure why you would use this to paint a raised garden bed. I wouldn't for two reasons. It's an expensive paint for this purpose.and it is an artist's oil paint. It isn't tested for food safety. I would find a better solution with a paint purposed for food use.

How fast does brown paint dry on plastic, thick coat? Drying inside home at 75 degrees

Not sure if brown is any different that titanium white in this Alkyd series but, the white dries very fast. It becomes hard to work with in 3/4 hours. tacky to the touch in about 5 hours Definitely completely dry to the touch overnight. You could varnish in under 24 hrs for sure. (Well depending how thick the paint is)

Can these be used for an outdoor mural? Can they be applied to a dry acrylic painted base?

I would not advise you use any type of oil paint outside, acrylic is a much better medium...yes you can use this over dry acrylic if it's like for indoor use..
