How long does it take for it to go matte?

I would say these aren't 100% matte, but they're really close. Like...95% matte. And it only takes a couple minutes to get to that point. Maybe 3 minutes if you apply a thicker coat.

Do you need to use a lip liner?

No you don't have to use a lip liner. Personal preference however.

How long lasting is it and does it transfer on everything it touches?

It’s super long lasting, although it gets a bit dry so I would put on some chapstick beforehand if you want it to not dry out your lips. It doesn’t really transfer unless you’re like drinking but even then it’s not that bad.
