Q: Are the fans always on or just when needed?

I believe that the fans are on all the time when connected to +5 v. & Gnd. You could program them to be controlled by a PWM signal.

Q: What is the width of the two fans?

Each fan is 25mm x 25mm measured on the x any y dimension. There are mounting hole supports on the diagonal corners. The diameter measured from edge of mounting holes from one corner to the other is about 33mm.

Q: Thermal pads tore in many pieces as i pulled off the clear film. what size do i need to replace for cpu/usb chip?

Same size as the chip, or slightly larger.
