Lavender quat is fine for leather as long as you apply it on a cloth. You should still try on a small area of leather to test for colorfast, color bleeding, first before doing entire surface.

Yes it can. It works great in a fogger or mister. You have to dilute it with water. The instructions for amount of water and disinfectant cleaner to use is on the Disinfectant container.
