Q: Could I use this wire and the d-rings to hang pictures of a weight of 4kg?

Yes and maybe no. The wire itself is fine; I don't know the exact breaking strain but I can tell you it's a lot more than 4kg. The issue really is how to secure the rings to the picture safely. I've never done it but would be inclined to consider multiple fixing points onto the frame to spread the load. Also, I'd use double cramps on the wire ends and double it back into the first one to be safe, leaving a short tail.

Q: Do you need a tool for crimping the wire?

In my opinion, no. I make, and hang, quite a lot of frames and never use a crimping tool. I cut the wire to the length required with a 3 inch “excess” at each end. I pass the wire through the “eye”, tie a simple one loop knot (May use pliers to pull through) and coil the remaining wire around the main hanging portion. This works really well for me and has never failed.
