Seems to work
It looks like some kind of torture device. It seems to work on the first two uses.Place device on toenail, place foot in basin on warm water, continue tightening as nail softens, remove foot and leave to dry, remove device.Nails seem less curved, hopefully this will correct the ingrown nails permanently after some regular use

Torture device?
After using these I have a future in the torture business, don't mess with these unless you know what you are doing as you really can get hurt, I speak from experience.
