can u clip this to the belt?

Short answer: no, there are clips on the pokeballs and are meant as storage/stands. Long answer: the balls themselves come apart in the middle (2 halves) and would probably separate if clipped to a belt. There are holes in the top and the bottom so you could run string or wire though them to keep the pieces together and add a belt clip. Also, the top and bottom have places to attach other MegaBloks (or Legos), so that could be used somehow too.
