A decent quality metal pulley and bracket, with a ball-bearing centre.When you put the pulley in the bracket, with the bolt as an axle, it wobbles a lot. But I think the idea is that you tighten the bolt until it grips the central part of the pulley, at which point the ball race starts working.The pulley arrives coated in sticky stuff, I presume to prevent corrosion, which is hard to remove.
