Q: Are these womens vest sizes the same with lands' end or the north face women's puffer vest？

I'm not sure...this is my first purchase of a puffer vest! However, I will say it fit true to size and is very cute. Hope that helps.

It’s a vest... you could certainly wear it under a coat. Or wear alone with long sleeves a on warmer days. However,it is definitely a vest.

Q: Will the xtra small fit my 9 year old?

It depends on the size of your 9 yr old. This is 37” around the bust & 32.5 waist in XS which is large for most kiddos. It might work as the top layer over sweat shirts or sweaters. The size chart is picture 5 in the ad photos above.
