I have some chips and cracks in my sink. Can I use this product to fill in, then use a porcelain sink paint to go over it?

you should be able to. it is like an epoxy, i don't think porcelain paint will affect it once it dries. it has a white finish on it when it dries, so you might not need to paint it.

How can I use this product on chipped tile in my house?

Remove the Part A and Part B of porcelain repair kit on the scale of 1:1. Mix both together with wooden tool. Then, apply mixture to damaged area with spatula and make it smooth. Finally, waiting 24h for completely dry,then using the sandpaper to smooth the repaired area. And it can last over time
