How do you determine what size you should get? there is just s,m,l. there are dimensions but no indication what they pertain to.

Depending what you'll be using it for somewhat determines how well you'd want it to fit. Dealing with Asbestos you may want to see a occupational health and safety service for a fit test. They all pretty much fit due to the design of the straps, they cradle the mask as loosely or as snuggly as you'd like but if I were to put them into body weight categories I would say
150lbs or less = small mask
150lbs-200lbs= medium mask
200lbs+= large mask
I base this off of co-workers of different sizes I currently work with in the Asbestos/Hazmat removal industry.

can it be worn with a mustache and goatee?

It can, but; unless the mask's sealing surface, is touching bare skin, it won't properly seal.   I have a pretty health mustache and it works perfectly.

Is this a n95

Note that this is just the Respirator Mask only (although some sellers do include selected filter attachments as part of their mask offering).  This mask can be an N95 if the appropriate attachment filter holders & filter pads are also ordered.  The mask has two threaded air intake protrusions on each side of the central air discharge port that are designed to accept a large variety of compatible Honeywell North filter attachments.  For N95 protection (95% filtration efficiency for particulate aerosols free of oil), I recommend ordering a package of two filter holders (Honeywell P/N N750037 - available from Grainger for $9.85 per pair) and a 10-pack of disposable N95 filter pads (Honeywell P/N 7506N95 - available from Grainger for $14.30 per package).

Alternatively, Amazon carries compatible P100 cartridges (99.97% filtration efficiency for all particulate aerosols) under North P/N 7580P100.  These higher efficiency self-contained filter cartridges are actually more compact than the filter holders mentioned above.  Prices have gone up recently due to increased demand - Amazon currently shows 2-packs (2 are needed) for $20 - $25.  Grainger carries 7580P100 4-packs for $29.75.  Note that if you choose the P100 cartridges, there is no need for the separate filter holders & filter pads mentioned above, and they do provide a significantly higher level of protection.
